Apparently empathy can be taught to school children. Babies can help teach older children empathy. This article has some video linked to it which show how babies offer their help to adults without any prompts.
Empathy in children can be damaged by caregivers not responding to them when they are in need or being physically or emotionally abused. The findings discussed in this article have implications for adults as well.
